Karapatan, an alliance of individuals, groups and organizations working for the promotion and protection of human rights in the Philippines, has released its 2009 year end report on the Human Rights Situation in the Philippines. The Report is entitled Oplan Bantay Laya: Blueprint for Terror and Impunity.
The report concludes that the U.S.-backed Gloria Macapagal-Arroyo regime, despite its claims of democratic rule, is trying to silence critics and political opponents with Oplan Bantay Laya (OBL) 1 and 2. OBL does not differentiate between activists and armed resistance. The report states that only under Arroyo "the Cold War atmospere of persecuting the 'Leftists or Communists' has again become legal, permissible and tolerated."
